Misalignment and the Need for Operational Improvements

An external review conducted in 2019 highlighted several crucial issues at Tennessee State University, including a misalignment of staff and faculty, as well as the need for operational and organizational improvements. These findings have underscored the university's urgent need to address its financial challenges and implement strategic changes to ensure its long-term viability.The university's interim president, Ronald A. Johnson, has been forthright in acknowledging the uncertainty surrounding TSU's future. He has emphasized the institution's commitment to addressing these challenges head-on, stating, "In 2019, an external review commissioned by the university highlighted crucial issues including misalignment of staff and faculty, and the need for operational and organizational improvements."

The Impact of Federal Funding and Tuition Discounts

The university's financial difficulties have been exacerbated by its reliance on federal funding, particularly the Higher Education Emergency Relief Fund (HEERF), to support its operations. According to Jim Grady, a managing director at the consulting firm Alvarez & Marsal, TSU utilized these federal funds to provide scholarships and discounts to students.However, as the HEERF funding dried up in 2023, the university was left with a significant gap in its budget. Grady explained, "What happens in 2022... that million number you see in net tuition—there's about million of HEERF in that. So, when the HEERF money was no longer available in 2023, we had to apply a higher level of discount in 2023 and 2024."This sudden loss of federal funding has left many students with outstanding tuition balances, further exacerbating the university's financial woes. Grady noted that while other institutions faced similar situations, they managed their spending more effectively than TSU, which lacked "very strong policies and procedures on handling scholarships" and did not have a plan in place for when the federal funds ran out.

Spending Exceeding Income: A Pressing Concern

The financial challenges at Tennessee State University have been compounded by the fact that the institution's spending has exceeded its income for some time, particularly over the last two fiscal years. This imbalance has prompted immediate action from the university's leadership.President Johnson has stated that the university is implementing a hiring freeze, a spending freeze on non-essential expenditures, and strategic realignments, including workforce adjustments and cost-saving measures. These steps are aimed at enhancing efficiency and aligning the university's budget with its available resources.

Engaging the Board of Trustees and the Community

In response to the financial crisis, the Board of Trustees at Tennessee State University has undergone a state-mandated overhaul, with the board now composed entirely of TSU alumni.
